For holders of a Talent Passport for Researchers [Passeport talent chercheur] visa or residence permit, a paperless application process is now available.

Since 31 May 2021, it has been possible to apply for the Talent Passport for Researchers residence permit by clicking on the following link: 

Online applications can be made at any time, bringing an end to long queues and delays for in-person appointments to hand in your application at the prefecture.

When is the best time to make the application?

Make sure you apply before your residence permit has expired. This is because:

  • It can take several months to process an application.
  • Under this new system, no receipts are issued.

The official recommendation is to make the application 2 to 3 months before your residence permit or visa expires.

What documents do I need to provide to complete the online procedure?

  • Residence permit (and/or receipt if you have one).
  • Passport.
  • Proof of address in your name, and dated within the last 6 months.
  • Hosting agreement.
  • Employment contract/grant certificate.
  • E-photo. This is available in photo booths (choose the e-photo format for driving licences), or with approved photographers. You will need to enter the number on your e-photo (see image below). Example of an e-photo:


You can upload more than one document with your application, but each document must be a single file: for example, one JPG/PNG/PDF file for the entire passport, one file for the residence permit, one file for the hosting agreement, one file for the work contract/grant certificate, etc.

How to create my account?

If you already have a ANEF account:  

Enter your user ID and password.
How to check if you already have an ANEF account: If you have validated your visa online on the following website, you will already have an ANEF user ID: https://administration-etrangers-en-france.interieur.gouv.fr/particuliers/#/.

If you have a residence permit but do not have an ANEF account: Enter the number and the start and end dates of your residence permit and then follow the necessary steps to create your account.

If you have a visa but do not have a foreign national identification number nor an ANEF account: Enter the number and the start and end dates of your visa and then follow the necessary steps. Your account will be confirmed and then created after you have filled in all the requested information.

What do I need to do after I have created my account? 

  1. Personal information: Check that the information related to your civil status and address is correct. Don’t forget to include your telephone number.
  2. Supporting documents: Attach the above-mentioned documents as proof of your situation.
  3. Summary: Before clicking on “validate”, carefully check that the summary of your application and your documents are correct. Attention: once your application has been submitted you will not be able to change it.
  4. Acknowledgement of receipt confirming that your application has been submitted: An acknowledgement of receipt of your online application for a residence permit will be sent to you by e-mail (please also check your spam folder).

This certificate can also be uploaded directly to your ANEF account.

 With the online renewal procedure, you will no longer receive a receipt, but you will receive a certificate proving that the application has been submitted: this document only acknowledges receipt and its only purpose is to confirm that an application has been submitted. It does not have the same legal status as the previous receipt:

  • It does not provide proof of legality of stay.
  • It does not establish any rights.
  • It does not allow professional activities to be carried out.
  • It does not allow a person to cross the borders of the Schengen area.

What happens after I have submitted my application?

First application:

After the prefecture has validated your file you will receive an extension certificate [Attestation de prolongation d’instruction, ADP] by e-mail.

This certificate authorises you to work, but it does not:

  • Allow you to travel within the Schengen area or return to French territory.
  • Establish any social rights.

Renewal of a residence permit or visa:

After the prefecture has validated your file you will receive an extension certificate [Attestation de prolongation d’instruction, ADP] by e-mail.

The ADP is only valid if accompanied by the residence permit (the carte de séjour residence permit or the VLS-TS long-stay visa that was previously issued (even if it has expired).

This certificate allows you to:

  • Travel in and enter the Schengen area regardless of the point of entry.
  • Continue carrying out professional activities within the Talent Passport for Researchers framework.
  • Maintain or establish social rights.

How do I find out if my application has been approved?

Whether it is for a first application or for a renewal of a residence permit, once the prefecture has examined and processed your file, issued you with a residence permit and begun the process to produce the permit, you will receive a certificate of a favourable decision [Attestation de décision favorable, ADF] by e-mail while waiting for the residence permit to be produced and delivered.

The ADF is only valid if accompanied by the previously issued residence permit or long-stay visa, even if it has expired.

The ADF enables the holder to:

  • Travel in and enter the Schengen area regardless of the point of entry.
  • Continue carrying out professional activities within the Talent Passport for Researchers framework.
  • Maintain or establish social rights.

Collecting my residence permit

When your residence permit is ready you will receive a text message on your mobile phone asking you to collect it from the Ille-et-Vilaine prefecture.

The reception desk for collecting residence permits is open Monday to Friday from 9:00 to 12:00.

You will only receive this text message from the prefecture if you provided a valid French mobile phone number when you applied for your residence permit.
